About	GOGGIN, Fred E., 82, of Richmond, won his battle with cancer and went to be with the Lord on Wednesday, December 10, 2008. In addition to his parents, he was preceded in death by his son, David Goggin. Fred was a person with a contagious smile and a great sense of humor who never met a stranger. He was a veteran of WWII, having served in the U.S. Navy. Fred was a charter member of Derbyshire Baptist Church, president of Richmond Guano Co., former member of Downtown Richmond Rotary Club and a member of Hermitage Country Club. He served on the Board of Directors of North Carolina-Virginia Plant Food Institute of which he was president in 1969. When this organization disbanded Fred helped organize the Plant Food Association of North Carolina, and served on the Board of Directors from 1972-1974 and 1977-1979. He was appointed by Governor Baliles to serve as a member of Virginia Agricultural Credit Committee in 1986. He also served on numerous other agricultural committees and organizations.
