Cecil was born on 3 March 1886 in Skaneateles to Joseph (1848-1920) and Hanna Amerman (1854-1924) Bradford. His older brother, Clement Wade (4/3/1880- 10/3/1951 is not listed as graduating from Skaneateles Academy.. The parents and two sons lie buried in the IOOF cemetery in Kalma, Cowlitz, Washington.
