Pasco Washington City Council (10-91 to 1-04)
Council Member.

The City of Pasco functions under a Council - Manager form of government. The City manager reports directly to the City Council. The city of Pasco has a population of 60,000 with an annual budget of approximately $175 million.


Association of Washington General (6-94 to present)

Commissioned by Governor Lowry

The founding purpose of the Association of Washington Generals is to recognize outstanding service of individuals in the state of Washington.

The Generals act as official ambassadors of trade, tourism and goodwill for the state, with authorization to use the image of the state flag to promote its mission. The AWG is the only service organization to be so authorized.

Benton-Franklin District Health Department (1-92 to 1-04)
Board Member and Chairman.

A regional public health department with multiple participating municipal and county entities. The annual budget is in excess of $12 million, maintaining 100 full time employees.


Hanford Area Economic Investment Fund Committee (6-95 to1-04)
Chairman (Governor's Appointee).

A multi-million dollar economic development entity, established by state statute to develop, disburse and administer funding programs to stimulate economic development of the Benton-Franklin county region by encouraging and enabling private sector enterprises to create local employment and non-service sector jobs.


Benton-Franklin Association (1-97 to 12-98)
Founder, President, and Chairman.

The Association provided support to the Hanford Area Economic Investment Fund Committee, as mandated by statute, for the purposes of administering, overseeing and servicing of community and economic development funding.


Washington State Energy Facility Site Evaluation Council (2-96 to 6-99)
Council Member.

Coordinates all of the evaluation and licensing steps for siting major energy facilities in Washington. If a project is approved, EFSEC specifies the conditions of construction and operation; issues permits in lieu of any other individual state or local agency authority; and manages an environmental and safety oversight program of facility and site operations.


Franklin County Trade Recreation and Agriculture Center Advisory Board (3-94 to 1-04)
Chairman of the Board.

The Board provides executive level management advice and direction to the Franklin County Commissioners. TRAC is the Pacific Northwest’s premier multi-use complex for trade, recreation, sports, education, tourism, entertainment and agriculture, creating positive economic growth and enhancing quality of life throughout the region.


Pasco Washington Employee’s Disability and Pension Boards (6-94 to 1-04)
Board Member and Chairman.

Oversee and administer the disability, retirement, and medical insurance program for retired or disabled municipal law enforcement officers, firefighters, and emergency service personnel.


Washington State Affordable Housing Advisory Board (6-96 to 9-98)
Washington State CTED
Eastern Washington Cities Representative (Governor's Appointee).

Advises the Governor and Director of Community, Trade, and Economic Development on housing needs in Washington, including housing needs for persons who are mentally ill or developmentally disabled or youth who are blind or deaf or otherwise disabled, operational aspects of the grant and loan program or revenue collection programs.


Mid Columbia Emergency Medical Services Council (1-92 - 4-96)
Council Member.

Provides a forum for the enhancement and preservation of emergency medical and disaster services in Benton and Franklin counties. The Council is comprised of medical and emergency service providers, and local governments. Serves to provide a coordinated community liaison to state and federal agencies.


United States Department of Energy (12-93 to 12-95)
Hanford Advisory Board
Board Member.

The Hanford Advisory Board is an independent, non partisan, and broadly representative body consisting of a balanced mix of the diverse interests that are affected by Hanford cleanup issues. The primary mission of the Board is to provide informed recommendations and advice to the U.S. Department of Energy (DOE), the U.S. Environmental Protection Agency (EPA), and the Washington Department of Ecology (Ecology) on selected major policy issues related to the cleanup of the Hanford site.


Tri-City Visitors and Convention Bureau, Board of Directors (1-92 to 5-94)
Promote and develop regional community development, unity, cooperation, tourism, convention and visitor services throughout the region.


Pasco Washington Planning Commission (1-88 to 10-91)
Develops immediate and long-range community development & land use planning recommendations and strategies for the City urban growth area.
