BIOGRAPHY OF JAMES C. CHAVIS II


In November 1977 James C. Chavis II enlisted in the United States Air Force and attended Basic Training at Lackland Air Force Base (AFB) in San Antonio, Texas. In 1984, while on active duty he completed his Bachelors Degree in Criminal Justice from Southwest Texas State University in San Marcos, Texas.

In May 1985, he was selected for Officer Training School (OTS) and upon graduation became a commissioned officer and was assigned to the Air Force Office of Special Investigations (AFOSI). After completion, of the AFOSI Criminal Investigators Academy he became a special agent and had a variety of assignments with AFOSI through out the United States and overseas. While assigned to a DEA Task Force he worked undercover for a year targeting Crip and Blood gang members. As a Special Agent-in-Charge he led AFOSI units in Montgomery, AL; Biloxi and Columbus, MS; Republic of Korea; Haiti; Africa and Saudi Arabia.

In 1991, He completed his Masters Degree in Public Administration from Troy State University. May 1995 was James last assignment with AFOSI. He was assigned to the AFOSI Criminal Investigators Academy as a special agent instructor.

James worked for the United States Attorneys Office in the Eastern District of Michigan as the Law Enforcement Coordinator (LEC). As the LEC he worked with law enforcement agencies and federal, state and local governments. He developed/implemented training for all federal, state, and local law enforcement agencies in the Eastern District of Michigan and worked closely with private and business community leaders as well. He also worked directly with community and religious groups in the development and implementation of Weed and Seed; COPS; Drug Education For Youth; and Gang and Gang Intervention Programs.

James worked for the Defense Intelligence Agency (DIA) as a personnel security specialist where he investigated counterintelligence and security matters impacting national security. As a matter of routine he worked jointly with the Central Intelligence Agency (CIA), Federal Bureau of Investigations (FBI) and the National Security Agency (NSA) on sensitive investigations.

James is currently serving as the Senior Policy Advisor (SPA) for Law Enforcement with the Bureau of Justice Assistance (BJA). He is responsible for gang related Law Enforcement Policy development for the BJA, state and local law enforcement agencies and the Department of Justice. James has been an employee of BJA for approximately twelve years.
