I served as Crew Chief on the National Emergency Airborne Command Post (E4 - B) from January 1986 - January 1989 while I was stationed at Offutt Air Force base in Bellevue, Nebraska.
During the 1980s, top-secret exercises were regularly held, testing a program called Continuity of Government (COG) that would keep the federal government functioning during and after a nuclear war. The program included a special plane called the National Emergency Airborne Command Post (NEACP). This is a modified Boeing 747, based at Offutt Air Force Base in Bellevue, Nebraska that has its own conference room and special on board communications systems. Nicknamed the “Doomsday plane” and the “flying White House”, it could act as an airborne command post so that the President could run the country in the event of a nuclear war. One of the COG exercises run by the Reagan administration involved a team of officials actually staying aloft in the NEACP for three days straight. The operations teams would cruise across the US, and up and down the east and west coasts, periodically being refueled in mid-air by USAF EC-135 refueling aircraft.
The E-4B Advanced Airborne Command Post is designed to be used by the National Command Authority as a survivable command post for control of U.S. forces in all levels of conflict including nuclear war. In addition to its primary mission, secondary missions assigned to the E-4B include VIP travel support and Federal Emergency Management Agency support, which provides communications to relief efforts following natural disasters such as hurricanes and earthquakes. The E-4B still flies its assigned missions today.
Marine 1 lands along side of the E4-B "The Flying White House" on October 11, 1986. Marine 1 had then President Ronald Reagan on board. He would transfer to the E-4-B on his way to his Reykyvek, Iceland summit meeting with then Soviet President Mikhail Gorbachev. We used to call these "hot stops" when I was in the military. The President would change planes three different times en route to this summit due to the heightened security at that time.
