Tom Phelan, Ed.D., Principal Consultant, Dr. Tom Phelan Consulting, former President, Strategic Teaching Associates, Inc., has prepared and presented training in risk communication, emergency management, the Incident Command System (NIMS ICS), private-sector Incident Management Teams, and crisis communication and mitigation planning for businesses, universities, and municipalities.Tom is a contract instructor at the FEMA Emergency Management Institute and an active consultant. He held the positions of Professor and Program Director, Emergency and Disaster Management and Fire Science and Explosive Ordnance Disposal, at American Public University’s School of Public Service and Health, and Instructor, at Elmira College’s Emergency Management Concentration. He is the author of Emergency Management and Tactical Response Operations: Bridging the Gap (2008, Butterworth-Heinemann). Tom was named a Founding Member of the U.S. Department of Homeland Security by Secretary Tom Ridge. As a member of the IBM Crisis Response Team, Tom responded to Katrina, and the Indian Ocean Tsunami. He served on the Editorial Advisory Board for Disaster Recovery Journal for several years, formerly the Advisory Board for the Canadian Centre for Emergency Planning (CCEP), and was a member of the International Association of Emergency Managers (IAEM). Tom served with DMORT in St. Gabriel, Louisiana (2005), at the World Trade Center (2001), and received the New York State Senate Liberty Award for his service at Ground Zero.
