Judy Lynn Raether was born on August 28, 1947, in Watertown, the daughter of Palmer and Fran (nee Bartel) Raether. She graduated from Watertown High School in 1965. Judy married Robert "Bob" Pieper on August 26, 1967, at St. Peter's Lutheran Church in Lebanon. Together, they raised three daughters. Judy's career began serving as the dedicated Postmaster of Lebanon, and she later had positions at Brandt and Brownberry.

Her greatest joy came from her role as a grandmother and great-grandmother, treasuring time spent babysitting and creating cherished memories with her family. A woman of deep faith, she was an active member of her church and a source of warmth to all who knew her. Judy delighted in visiting Ebert’s Greenhouse, finding beauty in flowers and the simple act of planting. Known as the family caregiver, she offered her unwavering support and love during difficult times. A fan of country music, Judy enjoyed attending concerts that filled her life with melody and joy.
