He was born October 29, 1962 to his parents, Iona Lavon Payne and Meredith Payne of Rockfield. In addition to his parents, he was preceded in death by his sister Connie (Haynes) High, a brother Randy Payne, and a nephew Brandon Haynes. Tessie loved Nascar, baseball with the Yankees, fishing, and camping.
