About Me | After graduating from high school, I went to Canisius College, where I received a B.A. in History & Political Science. Then I came to Washington, DC during 1971 - 1973, received a Master's Degree in Public Administration at The American University. This was followed by working 20 years as a management analyst at several Federal Government agencies in Washington, DC. After that I took a position that for the next 21 years would end up defining my career. I retired in Sept. 2013 after a distinguished 21 year career with Treasury Dept./Financial Crimes Enforcement Network (FinCEN) where I specialized in regulating U.S. casino & card club industries. Basically, I was a Federal Government regulator. Also, I was the United States Government's casino industry expert. I developed strategies, projects, methodologies & techniques for investigating & assessing money laundering vulnerabilities of casinos & card clubs. I led 23 Treasury/FinCEN investigations of casino gaming industry to evaluate its compliance with anti-money laundering (AML) rules regarding currency transaction & suspicious activity reporting, which all ended in civil monetary penalties being paid. I worked closely with IRS in developing meaningful AML auditing guidelines. I wrote numerous Federal government regulations & guidance documents for casino & card club industries pertaining to FinCEN casino regulatory requirements. I provided numerous customized training classes & case support work, upon request, to Federal & State prosecutors, criminal investigators, & civil examiners pertaining to: (a) Bank Secrecy Act (BSA) casino regulatory requirements, (b) how casinos & card clubs are organized & operate, (c) casino computerized & manual recordkeeping & reporting systems, (d) casinos & card clubs vulnerabilities to money laundering & (e) Internet gambling vulnerabilities. I have spoken regularly at many national & international conferences as a subject matter expert on casino AML programs. I organized, coordinated, and was a principal speaker at 11 domestic and one international casino regulatory conferences, which varied in length from one to one and a half days. I received many honors and awards while working as a Federal employee for 41 years. For example, in 2006, Director of Federal Bureau of Investigations recognized me with a Certificate for Exceptional Service in the Public Interest. On a person note, I have been married for 35 years (May 1979) to a great spouse. We met on a 1-week sky trip north of Montreal, Canada, arranged by a local sky club that we both belonged. Pat was a librarian who six years later became a full-time mom for five years. After that she started a new career as a pre-school teacher, followed by her current position for the last 10 years as an elementary school teacher. We have 2 children and enjoyed the years they were in elementary school. I was both a Cub Scout and Boy Scout Leader for 12 years, and Pat was both a Brownies and Girl Scout Leader for the same period. Our children are grown and now we have 4 beautiful and smart young grandchildren (Sophia, Lily, Rex, and Jacob), which luckily for us live in Northern Virginia. I have included a picture of our grandchildren. We loved being parents and are enthralled being grandparents. We helped to raise 3 of our 4 grandchildren when they were younger. In October 2013, I established Senia Casino Management Service, LLC, and now am an independent consultant, trainer, and writer in areas of anti-money laundering/financial crimes, computerized casino & card club reporting systems, operation of cage and credit systems, player tracking systems, computerized slot data systems, casino and card club vulnerabilities to money laundering, Internet gambling systems, and Macau casino VIP rooms/casino operator programs. I have provided all day casino training to several State Police Departments and State gaming regulators, as well as consulting services to other private clients. I co-authored a 7-page article titled "Why Federal Government Believes that Casinos are Vulnerable to Money Laundering." Nevada Gaming Lawyer Magazine (Sept. 2013). I wrote a 24-page article titled "What every U.S. casino and card club must know about compliance with the Office of Foreign Assets Control (OFAC) regulations," University of Nevada at Las Vegas (UNLV), Gaming Research & Review Journal, Volume 18, Issue 1, Spring 2014. I have two more casino articles on different subjects that have been accepted for publication by a law and gambling journal during the next few months.
