About Me In private legal practice in New Hampshire since leaving Washington, D.C. in 2012. Happily married to Joan since shortly after our graduation from the University of Colorado, Boulder (1974). We have three adult children and two grandchildren. From 1999-2012, I practiced law as an international law attorney in the Office of the Legal Adviser, U.S. Department of State. I focused on Consular Affairs (CA) legal issues including the Vienna Convention on Consular Relations for over 10 years. I was responsible for the bulk of all State Department Visa litigation; J visa (exchange visitor) legal policy; visa reciprocity; confidentiality of visa records; interface with e-verify, special immigrant visa requirements and processing; significant public benefit and humanitarian parole legal issues; Intercountry Adoption (negotiated agreements with Vietnam and Russia), helped draft and clear implementing regulations for the Intercountry Adoption Act, represented the United States at The Hague Conference Special Commission; and covered a number of intercountry abduction cases for the Office of Children's Issues in coordination with the National Center for Missing and Exploited Children; also attended to American Citizen Services matters including service of process abroad, notarials, prisoner transfer etc., as well as many passport issues. From 1988 - 1999, I was Assistant General Counsel for the United States Information Agency (USIA/ USIS/ USICA, VOA) and especially enjoyed negotiating Voice of America broadcasting agreements with Costa Rica, Germany, Sri Lanka, Bahrain, Kuwait, and Grenada. Collateral assignments included Counsel to Inspector General, the Office of Civil Rights, the Office of Security, and the Military Liaison Office. From 1981-1988 I was a Senior Trial Attorney with the Office of Chief Counsel, Internal Revenue Service, Tax Litigation Division, and completed my Master in Law in Taxation (MLT) from Georgetown. Had litigation portfolios for Alternative Minimum Tax, Natural Resources (oil & gas, and mineral exploitation), scholarships and fellowship grants, office in the home, charities and charitable contributions, vow of poverty, and service of process under the old last known address doctrine. Initially assigned to General Legal Services Division where I covered IRS Tort claims, IRS Contracts, Registered Agents/practitioners, as well as fiscal and budgeting issues. I became a member of the Tax Court and U.S. Supreme Court bars during that time. Before law school (JD Degree and Massachusetts Bar passed in 1981) I was on active duty in the Navy as a Surface Warfare Officer (SWO), Damage Control Assistant, Electrical Officer, and helicopter control officer aboard Destroyer USS William M. Wood (DD 715) homeported in Athens, Greece, and later I became the Executive Officer and Chief Engineer aboard Oceangoing Minesweeper USS Inflict (MSO 456) and later USS Exploit (MSO 440). After leaving active duty I joined the Navy Reserve in 1978 and after a tour with the Biological Warfare Emergency Response Team, Atlantic, stayed on mostly with Chief of Naval Operations units at the Pentagon (Personnel, Logistics, and International Armaments Cooperation (plank owner)) at the Lieutenant Commander level until retirement. It's great to be back in New England. . . finally! I love being with family, travel, skiing, swimming, boating, hiking, volunteer work, studying U.S. military and diplomatic history (docent at John Milton Hays Estate "The Fells"), and going to Red Sox games at Fenway now instead of Camden Yards!
