Born and raised in Newton, Moore's journey in football commenced in his home state, playing for Dodge City Community College and Kansas State University as a Safety during 1987–1988 and 1990, respectively.

Following his playing career, he transitioned into coaching, first as an assistant at McPherson High School in McPherson, Kansas and then at the University of Nebraska Omaha.
