About Me | See "INFO" Tab Danny Payne, a native Texan, has served over 45 years in the Texas financial and regulatory arena. He has been at the helm as President and CEO of several Texas banks and thrifts (both state and federal), and has an extensive mortgage lending background, both as a mortgage banker and broker. As their Chairman, he was the recipient of the John T. Mahone Award for Ourstanding Achievement from the Texas Savings and Community Bankers Association in 1997. He also received the Texas Bankers Association’s 2002 Cornerstone Award for outstanding community service through his commercial bank in Austin. He served as the Texas Savings and Loan Department’s first mortgage broker Licensing Director in 1999 before returning to the private banking sector. He was urged back to public service in 2004 and was sworn in by Governor Rick Perry as Commissioner of the Texas Department of Savings and Mortgage Lending (formerly the Texas Savings and Loan Department renamed by the Texas Legislature in 2004), until he retired from public service in December 2007. In that capacity, he was instrumental in assisting senior Texas lawmakers in the drafting and legislation of the Texas financial fraud and mortgage licensing statutes, chartered a record number of state savings banks during his tenure and initiated the regulatory oversight and statutory enforcement over all Texas mortgage loan originators. He was recently the Austin Partner with Stone Advisors, L.L.P., a strategic management services, distressed asset, bank acquisition and buy-out firm headquartered in Dallas. In that capacity, and in an affiliated role with Deloitte Touche, he served as an Asset Disposition Professional and a Senior Investigator Professional assisting the FDIC with several receiverships/bank closings across the country. He also continues to serve as a banking merger and acquisition advisor/consultant to many Texas financial institutions and private investment groups. He served on the Boards of Directors of a Coronado, California bank and a Texas bank. He also served as interim Pres./CEO of a Phoenix, AZ bank until the bank could be sold in late 2011. In early 2012 he was selected by state savings bank regulators to serve as Supervisory Agent for a Texas community bank in addition to his ongoing financial institution consulting duties. He attended Texas Tech University and has recently served on the Advisory Board of its School of Bank Management. With his penchant for furthering financial literacy and industry education, he has conducted numerous seminars and workshops. He has taught courses on subjects including real estate financing, first time home buying, banking principles, regulatory issues, mortgage fraud, and best practices in banking. He has been an instructor for the American Institute of Banking, Mortgage Bankers Association and the Bank Administration Institute. He was extremely active in the public speaking arena and has presentred to various financial and lending concerns, conventions, special interest groups, state commissions and other groups relating to banking issues. His latest educational presentation, "Today's Bank Board Rooms...No Wimps Allowed!" has been well received and continues to be requested by bank boards.
