About Me | Larry James Macias, AIA Deputy Public Works Officer, Naval Facilities Engineering Command, Far East U.S. Fleet Activities, Sasebo, Japan Commander, Civil Engineer Corps, United States Navy (Retired) A native of Lancaster, New York, Mr. Macias holds a Bachelor’s and Master’s Degree in Architecture from the University of New Mexico and a Master’s of Science Degree from the Naval Postgraduate School, Monterey, California. Commissioned Lieutenant Junior Grade, Civil Engineer Corps, United States Navy, he was assigned to Public Works Center, Subic Bay, Republic of the Philippines as Officer-in-Charge (OIC) of a 385 man detachment providing engineering, maintenance, repair, utilities, transportation and construction to support operations and build-up of Diego Garcia, British Indian Ocean Territories. He served as a Staff Civil Engineer for the Naval Supply Depot, Subic Bay and later as a Communications/ Weapons Officer, Company Commander and OIC for Naval Mobile Construction Battalion FOUR with deployments to Guam and as OIC to Adak, Alaska. Assigned to the Chief of Naval Education and Training Command he managed a multi-year Military Construction Program, Base Realignment and Closure (BRAC) program and was the principal Navy’s representative for the Intra-Service Training Review Organization to consolidate Department of Defense training facilities and programs world-wide. As the first Public Works Officer (PWO)/ OIC of Facility Support Contracting and “Plank-Owner” of Naval Station, New York, LCDR Macias was responsible for bringing facilities, base support functions and utility systems on line and operational. As a result of BRAC, he developed, implemented and executed procedures for operational closure, environmental clean-up and the formal transfer of Brooklyn, Navy Yard and Naval Station New York to the City of New York and the National Park Service. Serving as Force Engineer to Commander U.S. Naval Forces Central Command and Commander Fifth Fleet, Bahrain, he coordinated and provided facility support to U.S. Embassies, joint military operations, civic action and security programs. Commander Macias personally designed and constructed U.S. Naval Forces and Commander Fifth Fleets’ Headquarters and Operations Center. Follow on assignments include PWO and Resident Officer-in-Charge of Construction (ROICC) Naval Weapons Station Yorktown, Virginia, Director, Naval Facilities Engineering Command, Contracts Office, Port Hueneme, California and PWO ROICC Naval Support Facility Diego Garcia. Commander Macias was a Level III Contracting Officer and Seabee Combat Warfare Officer. He retired with an Honorable Discharge April 1, 2000. In May of 2000 Mr. Macias established a Design-Build private practice in Reno, and Las Vegas, Nevada. He is a licensed Architect, LEED Accredited Professional, member of the American Institute of Architects (AIA), Associated General Contractors of America, Association of Energy Engineers and is certified by the National Council of Architectural Registration Boards. Mr. Macias’ practice concentrated on commercial, industrial developments for office, medical and industrial parks, educational facilities, warehousing, tenant improvements, facility assessments, building commissioning and energy design and auditing with specialization in seismic design of building structures, reinforced concrete tilt-up and pre-cast/ post tension concrete design, engineering and construction. He has served as AIA Nevada President and has been appointed by the Governor of the State of Nevada to coordinate, train and manage Process Action Teams for Disaster Emergency Management, Response and Recovery. An adjunct professor he lectures and teaches Statics and Strength of Materials, Mechanical, Electrical and Life Safety Engineering and Design and has served as Chairman of the Architectural Accreditation and Advisory Board at Truckee Meadows Community College.
