About Me	4 years in the CG. Two of those on a Search and Rescue station in the middle of the Chesapeake Bay. The last two years on an ice breaker in the Arctic. Joined the Baltimore PD. Went to Intelligence, where I worked on organized crime, upper echelon corruption, and national and international terrorist threats. Made sergeant and went to Tactical, where I started the SWAT teams. Made lieutenant and took over a special operations unit, in which we investigated felonies and narcotics. In 1986 became the first CO of the Firearms Training Unit. I wrote the training policies/procedures for the state for recruit and tactical police officers, wrote the BPD general order involving police use of force, and assisted internal affairs, homicide, and the state's attorney's office in police use of lethal force cases.
