About Thomas Watkins Ligon Hains, Sr., CTOC USN Retired, age 88, died on May 22, 2024, in his home surrounded by his family in Fredericksburg, Virginia. Born on January 22, 1936, in San Diego, California, Chief Hains was a 1954 graduate of Howard County High, Ellicott City, Maryland and a graduate of Germanna Community College, Fredericksburg, Virginia.

He dedicated years of service to his country including 23 years of military service in the United States Navy and ten and a half years of civilian service at Quantico Marine Corps Base, Quantico, Virginia. He was a Vietnam Veteran and served at various duty stations around the world including Imperial Beach, California; Guam, M.I.; Naples, Italy; Sidi Yahia, Morocco; Cheltenham, Maryland; Honolulu, Hawaii; Washington, D.C.; Alexandria, Virginia; USS Providence (CLG-6) and USS Oklahoma City (CLG-5) home ported in Yokosuka, Japan; and USS Little Rock (CLG-4) home ported in Gaeta, Italy.

His military awards include the National Defense Service Medal; Armed Forces Expeditionary Medal (Korea); Navy Unit Commendation Ribbon; Vietnam Service Medal with 4 Bronze Stars; Republic of Vietnam Campaign Medal with Device (1960); Good Conduct Awards; and letters of commendation.

Chief Hains was a member of the Fleet Reserve Association; U.S. Navy Cryptologic Veterans Association; American Legion; and a life member of the Veterans of Foreign Wars and Disabled American Veterans.

He was an active member of his church, New City Fellowship, PCA, Fredericksburg, Virginia.

Chief Hains is survived by his beloved wife of 44 years, Mary L. Hains of Fredericksburg, Virginia; children, Thomas W. L. Hains, Jr. and wife Vivian of Manassas, Virginia; Michael P. Burke of Newport News, Virginia; Brian T. Burke of Spotsylvania, Virginia; Ted F. Burke and wife Angie of Spotsylvania, Virginia; Christopher H. Hains and wife Amanda of Richmond, Virginia; and Maureen K. D. Hains Rayford and wife Mel of Henrico, Virginia; nine grandchildren; five great-grandchildren; sister-in-law Charlotte Hains of Howard County, Maryland; brothers-in-law David C. Mitchell of Spotsylvania County and Christopher E. Mitchell of Valley Village, California; sweet kitty, Lizzie; several cousins; and many dear friends.

He was predeceased by his parents, Rear Admiral and Mrs. Hamilton Hains; and brother Hamilton Hains, Jr. of Howard County, Maryland.
Events A memorial service took place at 3 p.m. on Tuesday, May 28, 2024, at New City Fellowship, 200 Prince Edward St., Fredericksburg, VA 22401, followed by refreshments in the Fellowship Hall. A private interment took place in Quantico National Cemetery.
