Born in Chicago, Cook County , Illinois, on August 25, 1938, he was the son of Douglas B. and Elizabeth (Mueller) Foster. He graduated with the Class of 1956 from Glenbard High School , Glen Ellyn , Illinois. From 1956 to 1959, he served in the United States Marine Corp and completed his education with 2 years at Tri State College and 1½ years at Indiana Tech.
