I am now helping to accomplish in Coachella Valley what Orange Country will not do, cooperate in the operation of their respective traffic signal systems. When planning is in control, that's all you get a bunch of plans with no actual action to solve the problem. On all sides of O.C. local agencies are assisting each other in this area. O.C. just keeps giving away money to cities in a competitive program that never addresses the fact that streets actually cross each other.
