Before her tenure at the Florida House of Representatives, Bell served as a commissioner for the Polk County Board of County Commissioners and also held the posts of mayor and city commissioner of Fort Meade, Florida. Before her political career, Bell earned a Bachelor's degree from Southeastern University in Lakeland, Florida and an associate degree from South Florida State College. In her early career, she worked as an auditor for the Florida Department of Highway Safety and Motor Vehicles.

Aside from her political aspirations, Bell's personal life has been centered around Fort Meade, where she met her husband during her time at Fort Meade Middle-Senior High School. Today, Bell's husband manages a bee business, while she continues to serve her community through her political career.
