About	Surrounded by his loving family life-long Elk Grove resident J. Steve Andrews passed away peacefully on May 15, 2017. Born to James and Ruth Andrews in 1939, Steve graduated from Elk Grove High School in 1957 and later graduated from Sacramento City College. Proud of his roots in the Elk Grove community, which began with his grandparents' arrival in 1917, Steve loved sharing stories of "Old Elk Grove" which included memories of his parents' store, Elk Grove Variety. He loved being with family, vintage cars, the ocean, boating, being on the Delta, and bar-b-quing. Steve's work career was committed to advancing Sacramento County's public services. Beginning his law enforcement career in 1961 as a patrolman with the Sacramento County's Sheriff's Department, he was later promoted to Detective. In 1967, he moved to Sacramento County's Welfare Fraud Investigation Division as a Criminal Investigator, becoming Chief Investigator in 1971 where he remained until his 1995 retirement. Under Steve's leadership, the Welfare Fraud Investigation Division became a recognized professional law enforcement unit. Other accomplishments included: helping develop the State's fraud rules/regulations, gaining statewide peace officer status for welfare fraud investigators, achieving participation and recognition in the POST Program, and serving on numerous state and national committees as a public assistance fraud expert. Committed to his community in retirement, Steve served as a volunteer for Meals on Wheels, for the Elk Grove PD, and supporting Peggy in numerous projects for seniors. Always willing to aid friends or family, his calm demeanor, and superb listening style drew people to him. Apart from his numerous friends and colleagues, family left to cherish memories are: beloved wife of 33 years, Peggy; children Eric and Katie; daughter-in-law Gabriele; grandchildren Richard and Christine; sister Judy Wright (Michael); sisters-in-law Virginia Smith and Jea Kephart (Joe) & family; brothers-in-law Emmett (Sylvia) & family and William Forseth; nieces Sarah Smith and Karen Black(Chris) & family; nephew Brian Wright & son; step-sister Wendy Maihack (Dennis) and family. His family will especially miss Steve's unconditional love for them, caring nature, and wise counsel but take comfort in knowing we are all better people because of his love and life example. Join us in a celebration of Steve's life on June 10 at 11 a.m., St. Peter's Lutheran Church, 8701 Elk Grove-Florin Road, Elk Grove 95624.
