Richard L. Sibley, avid fisherman, story teller, and joker, born May 27, 1948 in Sacramento, California, passed away on November 21, 2016 at Travis AFB Hospital. A memorial service for his family and friends will be held at the East Lawn Memorial Park and Mortuary in Elk Grove at 10:00 a.m. on Friday, December 16. - Information from the Sacramento Bee
