About	January 13, 1953 - June 18, 2021 Reno, Nevada - Kathy Marie Kinser was born on January 13, 1953, to Gene and Helen Kinser in Bakersfield, California. She died on June 18, 2021, in Reno, Nevada, after a short illness. Kathy is survived by: her husband and partner of 32 years, Richard Bayquen; her sister Donna Kinser Gittins and her husband Jamie Gittins; her sister Louise Akkawi and her husband Joe Akkawi and their children, Helen Eldredge and her husband Paul, Omar, Steven, and Michelle Baker; her sister-in-law Pam Royston and her husband Dave; her niece Tanya Sarty and her husband Bill and their children Owen and Emma; and her nephew Brian Royston and his partner Doris Schartmueller and their child Nora. Kathy's parents preceded her in death. Kathy attended high school in Elk Grove, graduating in 1970 and was a graduate of Sacramento State University and McGeorge School of Law. She was a member of the State Bar of California. Kathy had a distinguished career in California State service, serving as Chief Deputy Director of the Department of Corrections, serving as Deputy Director of the Department of Developmental Services, and retiring as Chief Counsel of the Department of Developmental Services. Kathy loved our National Parks, especially Glacier, Yellowstone, and the Grand Tetons. Donations may be made to one of the National Parks. Kathy will be greatly missed by her family and many friends.
