About Me | Graham W. Fountain has enjoyed a distinguished career in state and local law enforcement, governmental regulation and public safety. Graham was appointed by Gov.Jeb Bush as Director (Law Enforcement Colonel) in 1999 to head up Commercial Vehicle Law Enforcement for the Florida Department of Transportation. During his tenure, he was successful in bringing major accomplishments in the areas of highway safety and homeland security programs and providing leadership that resulted in the agency receiving professional law enforcement agency accreditation. Graham also served in various public safety and regulatory posts including Undersheriff of Okaloosa County, Florida; Chief Investigator for Florida Office of the Comptroller, Department of Banking and Finance; Law Enforcement Investigator II, Office of the State Treasurer, Insurance Commissioner/Fire Marshal’s, Division of Insurance Fraud and Okaloosa County Deputy Sheriff. He is the recipient of numerous awards for his investigative and management performance in his fields of expertise. His unique style of bringing about cooperation between private industry and government has proven successful in nurturing the economy while still protecting the taxpayers. Well known for his “straight forward” approach and ability to effectively communicate issues and build teams and support organizations for the cause at hand, Graham has gained a strong reputation for delivering initiatives that had a small chance of success. He has been instrumental in the passage of landmark legislation in the areas of highway safety, transportation, domestic security, white collar crime, including insurance fraud and money laundering, banking and finance, and state personnel and fiscal integrity matters. Graham received his Bachelors Degree in Criminal Justice/Political Science from Troy State University, and completed his Master Degree in Management and Leadership Studies at the Liberty Graduate School School of Business. He and his lovely wife Felicia reside in Crestview/Tallahassee, and are active members of Celebration Baptist Church, where Graham has been a member of the Worship & Creative Arts Team and committee leadership. Graham is the former President/CEO of G.W. Fountain & Associates, LLC Consulting. He serves on the Board of Directors for Homestead Ministries, Inc, Regenerate Student Ministries, Inc., the USMCR Toys for Tots Friends, Inc. and is a member of the Troy University, Sound of the South Alumni Band. He was appointed to represent the Florida Senate as a Commissioner on the Florida Historical Commission, where he is completing his second term. Graham served as Co-Chair of the transition team for Sheriff-Elect Mike Adkinson in Walton County, Florida, and and served as Division Chief for Special Operations and Patrol Division prior to be appointed the Director of Law Enforcement Operations for the agency. Graham Retired from law enforcement on May 1oth, 2013 while serving as Chief-of-Staff to Walton County Sheriff Mike Adkinson. Upon retirement, Colonel Fountain was honored with resolutions from the Florida Senate, The Alabama State Legislature, The Florida Governor and Cabinet, and the United State's Congress for his lifetime service to state and local law enforcement.
