Born in Idaho Falls, Idaho, son of Edwin Casper Hill and Melva Fern Robinson. He married Susan Joan Sampson on June 8, 1968 in Idaho Falls, Idaho. He studied accounting at the University of Montana, passed he CPA exam and moved to Seattle where he worked for Price Waterhouse as a CPA. He and his family moved to the Bitter Root Valley about 1965 and Merrill worked as a CPA.
