His pensive nature belied a mind and heart that were always in motion. For those he loved. For the work he did. For the life he created. Now it's quiet on The Hill. Beloved husband of Janice L. Mikus States; loving father of Meghan States and John Webster States; father-in-law of Angela Diaz; best friend of Howard; brother -in-law of Carleen, George, Valerie and Ray; also nieces and a nephew.
