About	According to his obituary in the Fredericksburg Freelance Star, Mr. Waugh passed away on Saturday, April 23, 2011, at his home with his wife, Joyce Waugh, at his side. He was born on Sept. 5, 1938, to the late Howard Oren Waugh and Gladys Mildred Dunbrack Waugh in Marlinton, W.Va. He was a brilliant educator, photographer, husband, father and grandfather.
