Attending Wheeler High School in Marietta, Georgia, Howell had a stellar basketball career even as a high school senior, averaging 16.5 points per game and earning a selection to the Georgia 5A All-State first team. Notably, he was rated by Scout.com as the 16th best power forward in the national league coming out of high school.

Post high school, Richard Howell pursued his college basketball career with the NC State Wolfpack. Despite sustaining a knee injury during pre-season of his freshman year which caused him to miss the first five games, Howell still managed to average 4.9 points and 4.6 rebounds in 13.6 minutes per game in a total of 30 games.
