About Me While growing up in Front Royal, VA, Michael was an avid outdoorsman. He was also very active in Boy Scouts. He earned the God and Country Award and the rank of Eagle Scout with one palm. He served on Boy Scout camp staff at Camp Rock Enon, VA as the archery instructor. As a young teen, Michael was an accomplished archer and as a young Marine, he won the Eastern Carolina Archery Championship for his bare bow class. Michael harvested his first deer with a bow and arrow at Camp Lejeune, NC. Michael graduated from Warren County High School, Front Royal, VA in 1966. While at Warren County High, he was active in the forensics and dramatics clubs and participated in many school productions. He was on the track team for two years. He won third place in the Junior Science Fair. Additionally, Michael was very active in the Distributive Education Club and was the Distributive Education Student of the Year for 1966. Michael earned an Associate Arts degree (pre-forestry) from Lees McRae College in 1968. While at Lees McRae College, he was the president of the Green and Gold Masquers Dramatics Club and Vice-President of Delta Psi Omega, National Dramatics Honor Society for Junior Colleges. During his sophomore year at Lees McRae, Michael learned how to ski and worked at Beech Mountain Ski Resort the first year that it was open. He earned a Bachelor of Science degree (forestry) from the University of Tennessee in 1971, and a Master of Arts degree (management) from Webster University in 1985. While at the University of Tennessee, Michael was active in the Forestry Club and was the forestry yearbook advertising manager. He was also the Tennessee public relations officer for the Young Americans for Freedom (YAF) and worked to reflect student support for the Viet Nam conflict. While attending the University of Tennessee, Michael enlisted in the Virginia Army National Guard and was an honor graduate from boot camp. He obtained the rank of Specialist 4th Class before transferring to the United States Marine Corps Officer Candidate Program, Michael was a successful veteran of the United States Marine Corps and was a Captain at the time of his honorable discharge. As a First Lieutenant, he was the Headquarters and Service Company Commander for 3rd Medical Battalion, 3rd Force Service Support Group, 3rd Marine Division in Okinawa, Japan. Captain Herbaugh then served a tour as an Inspector Instructor in Montgomery, Alabama. In his last assignment on active duty, Captain Herbaugh was the Commanding Officer of Marine Air Base Squadron 32 while stationed at Marine Corps Air Station, Beaufort, South Carolina and formally transferred squadron personnel, equipment, and the command flag from Beaufort to Marine Corps Air Station, Cherry Point, North Carolina. After his discharge, Michael was hired by Marine Corps Air Station, Beaufort, SC, to start and implement the installation’s natural resources and environmental affairs program. In 1988, Michael was recognized by the Secretary of the Navy with the Special Individual Recognition Natural Resources Conservation Award for his outstanding achievements in natural resources at Marine Corps Air Station, Beaufort, SC. Michael was presented this award by BG Michael P. Downs, at that time, son-in-law to General Chesty Puller. He was a Federal government employee for 36 years and, as a civilian, Michael worked for the Marine Corps Air Station, Beaufort, SC; Quantico Marine Corps Base, VA; Air National Guard, Pentagon; the Office of the Inspector General for the Department of Defense, and the Special Inspector General for Iraq Reconstruction. Michael also worked as an environmental consultant to the Department of Defense. As a civilian consultant to the Air Force environmental planning office in the Pentagon, Michael was a member of the team that was awarded the first Federal Environmental Quality Award for Programs by the then President’s Council on Environmental Quality, 1993. Michael prepared or reviewed the Air Force’s environmental impact statements for Air Force bases closing in the first round of Base Realignment and Closure. Returning to Civil Service, Michael accepted a position with the Air National Guard, in the Pentagon, as the Air Guard’s environmental advocate to the Chief of the National Guard Bureau. In 1994, Michael transferred to the Environment Division, Program Evaluations Directorate, Office of the Inspector General for DoD. He was reorganized into the Contracts Management Directorate within audit and was designated a Project Manager. He served in that position for nine years until he was reorganized into the Inspections and Evaluations Directorate and then into the Special Plans and Operations Directorate. During his 18 years with the Department of Defense Office of the Inspector General, Michael participated in 30 projects, was the project manager or team leader for 24 of those projects and published 34 reports. Two of his reports were recognized by the President’s Council on Integrity and Efficiency with Awards of Excellence in 2002 and 2003. In 2006, Michael was detailed to the Special Inspector General for Iraq Reconstruction and was assigned to Baghdad for 17½ months. Michael had the opportunity to meet General David Petraeus. For his service in Iraq, Michael was awarded the Secretary of Defense Civilian Medal for the Global War on Terrorism. Upon his return from the detail to Iraq, he was the team leader for reviewing Section 1206 of the U.S. Congress’s National Defense Authorization Act for Fiscal Year 2006, “Global Train and Equip” program. This project was recognized by the Council of Inspectors General on Integrity and Efficiency with an Award of Excellence. Michael was also awarded the Glenn/Roth Exemplary Service Awards, 2012 and 2013, by the Council of Inspectors General on Integrity and Efficiency. The 2012 award was for his project on Exposure of Civilian and Military Personnel to Sodium Dichromate (sodium dichromate…think Erin Brockovich) at Qarmat Ali, Iraq, in 2003. Michael was a member of the team that was awarded the 2013 Glenn/Roth Exemplary Service Award for their project on world-wide Combating Trafficking in Persons within the Department of Defense. Highlighting his civil service career, Michael was awarded the Department of Defense Office of the Inspector General Superior Civilian Service Award in 2004 and the Department of Defense Office of the Inspector General Distinguished Civilian Service Award in 2012. The Distinguished Civilian Service Award is the highest Department of Defense civilian service award. During his career, Michael served on the boards of directors of the National Military Fish and Wildlife Association and the National Association of Environmental Professionals. He was a Certified Environmental Professional (CEP) by the Academy of Board Certified Environmental Professionals. He was also elected to the board of trustees of the Academy of Board Certified Environmental Professionals and served as the president once and treasurer twice of that organization. The Academy of Board Certified Environmental Professionals is the oldest and most prestigious professional environmental certification organization in the world. In 2007, Michael was awarded the Dr. Richard J. Kramer Award for Environmental Excellence by The Academy of Board Certified Environmental Professionals. Michael also served as an alternate board of director for the Council of Engineering and Scientific Specialty Boards. Upon his retirement, Michael was designated a Certified Environmental Professional, Emeritus. During retirement, Michael is a volunteer with the Disabled American Veterans organization, Chapter 12, Beaufort, SC, and twice was the treasurer of that organization; Bridges Preparatory School, Beaufort, SC; and the Parris Island Rod and Gun Club, SC, of which he was President and Vice-President. In 2013, Michael and his wife Linda took legal custody of their grandniece, Madison Rubenstein.
