Over 23 years experience in support of major acquisition programs including ship design, systems engineering, sea trial and acceptance testing, and integrated logistics support. Engineering Experience - U.S. Coast Guard General Engineer - Office of Boating Safety (2005 to 2009) U.S. Coast Guard’s expert for carbon monoxide poisoning issues, boating safety, and recreational boating regulations. As the boating safety expert presented new developments in boating safety to the National Boating Safety Advisory Council and the Boating Industry Risk Management Council. Participated in carbon monoxide testing on express cruisers, houseboats and ski boats to identify design features to mitigate carbon monoxide accumulation. Served on technical committees for Underwriters Laboratory and American Boats & Yacht Council. Contracting Officer Technical Representative for a Coast Guard contract for the development of personal flotation device research & evaluation tools. Mechanical Engineer - Deepwater Program (03-2003 to 06-2003) Detail to Coast Guard’s Deepwater Program Office and served as team member within the National Security Cutter Integrated Logistics Support Team. Played a key role working with the contractor to develop logistics requirements applicable to the National Security Cutter. Reviewed and commented on the contractor’s methodology for selection of National Security Cutter equipment and systems with logistics considerations. Mechanical Engineer - Lifesaving Standards Division (1997 to 2005) Coast Guard’s expert for personal flotation device (PFD) issues at Underwriters Laboratory, PFD Manufacturer Association, and National Boating Safety Advisory Council meetings and International Boating and Water Safety Summit. Chaired and worked on several Underwriters Laboratory working (UL) groups for PFDs standards development. Conducted pre-approval reviews of manufacturers' PFDs to ensure compliance with Coast Guard approval requirements. Engineering Experience - Columbia Research Corporation Staff Specialist - Government Support Contractor (1992 to 1997) Provided engineering, analytical and management support to Naval Sea Systems Command, Small Boats Program Office and developed documents to bring the programs into compliance with Department of Defense regulations. Developed configuration and program management plans for Naval Special Warfare, Assault Craft Program. Conducted detail audits and validations; developed master equipment lists and established product baseline for the fast assault crafts program for Naval Special Warfare. As head of the landing helicopter assault (LHA class ships) systems management branch, was the technical expert on total ship systems, participated in sea trials for the LHA class ships, and resolved technical issues following acceptance and final contract trials. Briefed the senior Navy steering board (admiral level board) on the ship’s assault subsystem, conducted independent design reviews at two Naval Shipyards, and participated in every aspect of the acquisition process.
