Paul D. Balling, 66, a former president of the North Tonawanda Common Council, died Friday (June 26, 1998) in his home on Payne Avenue in North Tonawanda.

A lifelong resident of North Tonawanda, Balling was selected by the Chamber of Commerce of the Tonawandas as its Citizen of the Year in 1989. He was vice president of the former Balling Construction Corp. of Tonawanda, which he owned with his brother, Henry J. Balling Jr. of Columbia, Mo.

Balling was a graduate of North Tonawanda High School and he earned a degree in civil engineering from the University of Notre Dame. He served for two years in the U.S. Army Corps of Engineers and was stationed in Liberia.

Until his death, Balling served on the advisory boards of the Boys and Girls Club of the Tonawandas, the Chamber of Commerce of the Tonawandas, Niagara County Private Industry Council, and Niagara County Community College Foundation.

He was a member of the Tonawanda-North Tonawanda Trade Expo Committee since its inception and was a member of its board. Balling was a lifetime member and former board member of the Carrousel Society.

He was a lector, a lifelong member of Ascension Catholic Church and a member of Bricklayers Union Local 45 and of Knights of Columbus Council 413. He was a Fourth Degree Knight of Columbus.

Balling was a founder of the Quality Student Program, president of the first Lay Advisory Board at Cardinal O'Hara High School in the Town of Tonawanda, and former president of the OLC-Ascension School Board and of the Notre Dame Club of Western New York. He was a former division chairman of the United Way of the Tonawandas.

He served for six years as an alderman on the North Tonawanda Common Council, and he was president of the council for four years. He also served on the North Tonawanda Planning Commission.

Survivors besides his brother include his wife, the former Ardyth Langenfeld; two daughters, Valerie A. Kennedy of Centerville and Cynthia Obrochta of Kenmore; four sisters, Barbara Tucker of the Town of Tonawanda, Rita Hammond of East Aurora, Martha Logigian of Rochester and Alma Wojcieszek of the City of Tonawanda; and five grandchildren.

A Mass of Christian Burial will be offered at 9:30 a.m. Monday in Ascension Catholic Church, 172 Robinson St., North Tonawanda. Private burial will be in Mount Olivet Cemetery in the Town of Tonawanda.
