In his early years, Winch engaged in farming in Charlestown, Wisconsin, before entering the manufacturing sector in 1872. He served as the superintendent of the hub and spoke factory for the Webster Manufacturing Company in Menasha, Wisconsin, before moving to Marshfield, Wisconsin.

While living in Marshfield, Winch made substantial contributions to the state's political scene. He served in the Wisconsin State Assembly in 1905 as a member of the Republican Party. His political career was marked by his dedication to serving the people of Wisconsin, and his legacy continues to resonate in the state's political history.
