Powell's remarkable journey in the sport began at JH Rose High School, where he significantly contributed to his team's success as a senior with 65 receptions for 1,557 yards and 38 total touchdowns. His impressive performance paved the way for him to play college football at the renowned Clemson University.

Blossoming into a formidable wide receiver, Powell saw a significant increase in his game time between the years 2016 to 2019. During this period, he made 40 receptions for 329 yards and three touchdowns. He took a redshirt in 2018 after featuring in only four games. Powell's breakthrough came in his 2020 redshirt senior season when he started for the first time and finished the season with 53 receptions for 882 yards and seven touchdowns.
