Found class rings

I work for the Department of Defense. Someone recently called about a class ring they found that says "Culpeper County High School." It was described as having a drummer on one side with the words "Spirit of '76"

On the other side are ten stars and what looks like a girl with long hair and a stylized flower. Stone is blue.

Is this a Culpeper class ring? What class year
