About	Dr. Starkey attended Baptist College at Charleston, S.C. and earned his Bachelors of Science in Elementary Education in 1982. Dr Starkey continued his education at Charleston Southern in Charleston, S.C. where he earned his Masters of Education in 1992. Dr. Starkey then entered Virgin Tech in 1993 as a Doctor Candidate. Dr. Starkey taught in public schools from 1982 through 1993. Dr. Starkey rose quickly in responsibility and was promoted to chair of the department of Early Childhood Teaching and learning. Dr. Starkey retired in May 2017.
