Captain Thomas John Carter is a native of New York and entered the United States Army as an Enlisted Solider in 1973. His enlisted service was spent with The 82nd Finance Company, 82nd Airborne Division; 1st PPSD, First Corps Support Command; Company A, 826 Military Intelligence Battalion; First United States Army Area Intelligence Center and School, Sixth United States Army Area Intelligence School; The United States Army Intelligence Center and School, Company C, 1st Battalion, 11th Special Forces Group, (Airborne); the Defense Intelligence Agency,(DIA)and the Assistant Chief of Staff for Intelligence, The Pentagon; where he was promoted to the rank of Staff Sergeant. He was the Distinguished Leadership Graduate of the First Corp Support Command Leadership School. Upon receiving a Direct Commission as an Infantry Officer, Captain Carter graduated from the Infantry Officers Basic Course as a Second Lieutenant. Other early assignments were Adjutant, 2nd Battalion 2nd Infantry, Fort Lewis, Washington; Heavy Weapons/Mortar Platoon Leader, 4th Battalion, 31st Infantry, Fort Sill, Oklahoma; Pathfinder Platoon Leader, 82nd Airborne Division, Fort Bragg, North Carolina; Executive Officer and Company Commander, 4th Airborne Company, 4th Airborne Battalion, Fort Benning, Georgia; Records Management Officer, Assistant Chief of Staff, Intelligence, The Pentagon; Assistant Adjutant, 12th Special Forces Group, (Airborne) Arlington Heights, Illinois; and Executive Officer, Officer of the Reserve Components Advisor, 11th Infantry, Fort Benning, Georgia and the Operations and Security Officer, 1018th Reception Battalion. Prior to his retirement in 1996 Captain Carter was the Operations Officer (S-3), Lanes Training Battalion, Fort Dix, New Jersey. His education includes the Infantry Officers Advanced Course, the United States Army Command and General Staff College, Force Development Officers Course, and the Combined Arms Service Staff School. He also graduated from the Budget Managers, Training Managers, Personnel Managers and Mobilization Managers Officers Course. He is Airborne, Pathfinder and Mortar Officer qualified. He holds a Bachelor of Business Administration (BBA) in Business form Pace University, and in enrolled in a Masters of Business Administration (MBA) program. His awards include the Army Commendation Medal (2), the Army Achievement Medal, the Army Good Conduct Medal, the Armed Forces Reserve Medal, Army Reserve Components Achievement Medal, The National Defense Service Medal (2), the Army Service Ribbon, the Non Commissioned Officer Professional Development Ribbon, the Presidential Unit Citation (Army - Air Force), Expert Infantry Badge, Pathfinder Badge, and the Parachute Badge.
