About Me | Joe "Mort" Mortensen, a native of Albion, Nebraska, joined the United States Federal Civil Service in April 2009 as a General Engineer and assigned as the Director, Test and Evaluation at the Naval Air Warfare Center Training Systems Division, Orlando, Florida. Transfering to Patuxent River, Maryland in June 2011, Mr. Mortensen joined Naval Air Systems Command as the Test and Evaluation Group's Senior Test and Evaluation Advisor. In August 2012, Mr. Mortensen was reassigned to his current position as Chief-of-Staff, Test & Evaluation Group and Director, Test and Evaluation Staff Office. Prior to his Federal Civil Service, Mr. Mortensen enjoyed a 29-year Marine Corps career retiring as a Colonel in May 2009. His 27 years of aviation experience as a Naval aviator included twelve years in aircraft and weapon systems research, development, test and evaluation as a test pilot. Operationally, he flew F-4s and F/A-18s throughout the world and from aircraft carriers-logging over 3,700 hours in 75 different aircraft. Mr. Mortensen served in a wide variety of leadership positions that included Commander, Naval Test Wing Atlantic; Commanding Officer/Chief Test Pilot, Air Test and Evaluation Squadron 23; and staff assignments at the Battalion, Squadron, Group, Marine Expeditionary Force and Joint Task Force levels. Mr. Mortensen flew missions in support of OPERATION SOUTHERN WATCH from the USS Nimitz (CVN-68) and was the Chief of Plans and Assessment (J5), Joint Task Force 536 where he defined and planned U.S. political-military transition strategy during Southeast Asia tsunami relief in support of OPERATION UNIFIED ASSISTANCE. Mr. Mortensen's personal military awards include the Legion of Merit, Defense Meritorious Service Medal, two Meritorious Service Medals, Air Medal Strike/Flight Award and three Navy Commendation Medals. Mr. Mortensen received an Interdisciplinary Bachelor of Science Degree in Engineering from the University of Nebraska and Master of Science Degree in Aviation Systems from the University of Tennessee. He is a graduate of the U.S. Naval Test Pilot School, and completed a fellowship at the Asia Pacific Center for Security Studies. Mr. Mortensen is an Associate Fellow of the Society of Experimental Test Pilots and member of the Marine Corps Aviation Association and the National Eagle Scout Association.
