About	Ralph Douglas Owen, age 71, of Elgin, Texas passed away Wednesday, August 29, 2018. Born November 7, 1946 in Bay City, Texas, to Donald S. Owen and Bessie Mae Baxter Owen and raised in Matagorda, Texas. He graduated from Bay City High School in 1965. He graduated from the University of Houston in 1971 with BS in Chemistry. He went to work for Austin Police Dept. Crime Lab, as a Forensic Chemist for 29 years. He was a member of APD’s 1st Crime Scene Team, and was also on call for Clandestine Lab raids. He married his wife, Cynthia Stout, in Houston on June 28, 1975; and they have lived in Elgin since 1976. They had 2 children: Douglas and Elisabeth Rachel.
