Clare Hibbs Armstrong was born on January 23, 1894, in Albert Lea, Minnesota, United States. The son of a bank president and city councilman, Armstrong was a distinguished student who attended the United States Military Academy, West Point, New York. His graduating class was notably prolific, producing more than 55 future general officers, including two Army Chiefs of Staff.

Armstrong's career in the military was marked by remarkable achievements. Serving in the United States Army from 1917 to 1953, he rose to the rank of Brigadier General and was a commanding officer of the 50th Anti-Aircraft Artillery Brigade during World War II. Amidst the air defense of Antwerp, his brigade achieved a stunning 97% success rate in destroying V-1 flying bombs aimed at the crucial docking facilities supplying the 12th and 21st Army Groups.

Beyond his active service, Armstrong also held a role as a military attaché for Belgium and Luxembourg. Endowed with leadership skills to the end, he completed his career as the commanding general of the Third Army Anti-Aircraft Artillery Training Center, based in Georgia.

In recognition of his exceptional service, Armstrong was awarded the Army Distinguished Service Medal, two Bronze Stars, and an Army Commendation Medal. His life journey came to an end in Hampton, Virginia, on July 12, 1969.
